About the Plan

In 2017, the cities of Fairview, Wood Village and Troutdale worked together to complete the Main Streets on Halsey Strategic Economic Action Plan (Main Streets on Halsey Plan) and the Economic Opportunities Study (EOS).

The Main Streets on Halsey project started with a year-long effort of planning and outreach along the Halsey corridor in Fairview, Wood Village and Troutdale. This first phase of the plan included a hands-on design workshop, interactive polling, and surveys to understand community desires for the Halsey corridor. The plan covers topics such as the vision and guiding principles, the economic development strategies, land use and transportation recommendations, market analysis, challenges and opportunities, key results from public workshops, and a summary of existing plans related to the corridor. 

Since the plan’s adoption, the three cities have formed a strategic alliance, known as the Halsey Community Collaborative or HC3, to implement a shared vision for the Halsey Corridor. This group is working to complete the strategies outlined in the plan, including planning for street improvements and new signage, updating the zoning code, and identifying economic opportunities.
