2020 Main Streets Plan Implementation

The three cities are currently working to update the zoning code for commercial and mixed-use areas along Halsey, to ensure the rules and regulations support the type of businesses and main street look and feel envisioned for Halsey. Four sites along the street are being used to test the code and explore future building options.


We heard from 500 residents!

We asked Fairview, Wood Village, and Troutdale residents about how Halsey Street should look and feel in the future. Your feedback will inform recommended changes to zoning codes and design standards for future development to build a unified vision for Halsey across all three cities. Check out the survey results!

Why do we need this project?

The zoning code plays a big part in how main streets like Halsey develop in the future. Zoning is a regulatory tool that cities use to define building types and land uses allowed in specific locations. Zoning can also drive the community character and design of an area. As such, this planning effort will help the three cities:

  1. Understand how the existing zoning code does and doesn't work along Halsey, and

  2. Develop updates to the zoning code to help make Halsey Street a unique and vibrant place for residents, businesses, and visitors

During the 2017 Main Streets on Halsey Plan community members shared their desire for more mixed use, commercial and housing development along Halsey. We want to hear from you about what these types of developments could look like to achieve the community's vision. Your feedback will inform the recommended changes to zoning codes and design standards in all three cities.
